Rx580 not reporting fan speeds

RAM: 2x 16gb sk hynix

PSU: Raidmax rx-730

Operating System & Version: WINDOWS 11 pro 24h2

GPU Drivers: Adrenalin 26.1.1

Background Applications: None

Description of Original Problem: Rx580 is showing 0rpm for fans in Adrenalin app but I've checked and the fans ARE spinning.

Troubleshooting: Tried to change fan tuning to manual, disabling '0rpm mode', using msi afterburner, using fan control, running DDU and reinstalling drivers and updating BIOS. All apps still show 0rpm for the GPU fans but the fans ARE spinning. The fans DO speed up and slow down as i adjust speed curves or a stress test is run, and will start or stop as '0rpm mode' is switched on or off. It seems to be fully working except for the speed sensor itself.

It's an old pc, it's only used for YouTube and some light gaming so it does what it needs to without issue. Only problem is this fan issue, the gpu is new and it's the first time I've used an AMD card so this is unfamiliar territory.
