Why does ribbing work differently for the collar vs the the arm?

Im making a cardigan for the first time, and the question sounds a little silly but how come the ribbing on the sleeve gathers everything to fit your arm but the one on the collar and body doesn't do that?

And is the same for all ribbing styles? (i.e, for blo sc, fpdc bpdc, blo ss, etc)
