Seth doesn't appear at Fleatopia

I beat Seth in act 2 (used a bug to access his area) and later in act 3 found him in Greymoor, Shellwood, and the Grand Gate. But after waiting for a few hours doing other stuff he still hasn't shown up at Fleatopia. Is there something else I'm supposed to do?
