Having an issue with characters

Hi, I'm working on my scenario for the survival challenge, but I'm having an issue, I am testing intros and no matter what i do the scenario is forcing all of the characters into the scene, even though i have stated in custom instructions and the greeting that it is just {{user}} and one other survivor Fanny at the start. And yet no matter what i do the others just materialize and act like they were there all along.

I know i could just give up and have all characters in the scene to start off but when i tried that it was just chaos honestly.

Note: Taiy is {{user}} in this example.
