Someone keeps dropping off random bags of garbage in my neighbourhood - seeing if anyone caught this person on camera

Surely someone has noticed in my neighbourhood too, so I'm hoping someone might be able to help.

I'm not sure when it started because I haven't lived in my neighbourhood for a year yet, but it seems like it's a daily/weekly recurrence where someone dumps a black garbage bag in front of a random house by the curb or their tree. Sometimes it's in the middle of the road too (but i suspect that person living there may have thrown off their property thinking it's not their problem).

It's always the same black garbage bag with red handles. The type of garbage is also the same, always some sort of food package from takeout or wrappers and the animals come rip the bag to pick through it.

I have a dog so I walk around my neighbourhood and have observed it mostly at the blocks east and south east of Kensington Park (by Knight and 33)

Seeing if anyone may have caught this person on camera or even their car with a license plate. That person needs to be dealt with.
