Why does everything feel like a scam

My mom set up this State Farm car insurance thing that apparently tracks everything that goes on while you’re in your car like phone usage speeding breaking turns on everything

But my main issue is with phone usage

I don’t “watch” YouTube while I’m in my car but since my radio doesn’t work I play YT music and random videos in the background while I drive

But the app says that it tracks the phone screen being on? What do you mean if the screen is on? It feels like it tracks this specifically so I can be pressured into buying some bullshit like YT premium which will allow me to have videos play with the screen off

But why is it like this

Why does it track my phone

You don’t see mfs getting fined for tinkering with there stereos n shit while driving so why is it any different if I have my phone playing a video

How is it any less distracting
