First day at new site from transferring—no HR?

I had a hardship transfer to a new site and today was supposed to be my first day. I showed up and security couldn't get my badge working, said they needed to wait on HR. I waited for four hours and they told me to come back tomorrow. Has this happened to anyone else? Just wondering what ended up happening. Is HR not there on sundays anymore?
