Could anybody clarify the new Helmet mandatory rules?

I saw a news from News18 and they say something like No helmet, no entry...they wont be allowed entry in Kolhapur and would be stopped at kognoli and kinni toll naka...but how would that help? Would helmet in city be compulsory?
