Confirm Shortcuts "Add to Playing Next" options are swapped. "Next" adds to the end of queue and "Later" adds to the start?

I've run into a strange bug that I want to confirm whether it just happens in my installation, my MacOS or whether it's an issue that persists across versions and users. My plan is to eventually distribute my Shortcut, so if I have to work around this bug I want to be sure it exists everywhere.

When I create a new shortcut with Get Playlist and then Add to Playing Next, the options for Add to Playing next are swapped. "Next" adds to the end of queue and "Later" adds to the start.

I'm on Tahoe 26.3.1 (25D2128). I'm only concerned about MacOS for this particular Shortcut.
