Is Paper available at the Great rank?

I just got to ultra rank and didnt see paper anywhere. Asking for the Team Initiation challenge. It said the first 2 badges were the beginner challenges and I guess 3-5 are intermediate. So i thought id do those at great rank, but the burnable challenge I need paper.

I haven't seen paper in the shop and I didnt learn how to make it within completion for bleak bleach and rocky ridges main story. Not sure if maybe I get a recipe for it or something by leveling up my environment level (im at 3 for all 3 areas still)

So im guessing that I either missed it, haven't gotten to a high enough environment level in one of the 3 areas I already beat, or it is in one of the ultra areas. If u could let me know which of those 3 answers it is without too many spoilers, thatd be appreciated.
