Vacation Time Question

Can a company provide certain PTO time (8-hour days x 15 days) but require employees log additional time when using the PTO (9 hour days logged for a single PTO day)? Would this basically mean employees are receiving less PTO than advertised?

Standard day is 9 hours long, except for a single 8-hour day every two weeks!
