Backyard Hose

Hi! I moved into a house with a hose in the garage and in the backyard. The garage hose works fine but nothing comes out of the backyard hose. It only turns a quarter rotation on and off which I’m not used to but maybe that’s just a different dial type. My husband claims the winter shut off is not the issue so we don’t know what to try/youtube next. Will it be worth hiring out or is it an easy fix? How expensive is this going to be:(
