Questions about ending and other plot points.

So I have a couple of questions now that I finished the game.

1. Didn't they make it sound like the survivors from raccoon city are all infected? If so then where was Chris, Jill, Rebecca, Barry, and whoever else made it out. They should all need an elpis to cure the t-virus in them.

2. What's the point of Zeno or whatever his name was? Either ending you choose he dies? You don't get a Wesker-esque fight?
