Help with some confusion

I'm considering buying the base game but im a little confused about the deluxe and ultimate versions of the game.

What content isn't unlockable through playing the game. I'm assuming the entertainment district content is locked behind the pricier versions as that content isn't purchasable however I'm not sure on that.

I'd like to play akaza however I don't know if I need to buy the character pass or character pack just to unlock him.

I greatly appreciate any responses.
