S3E4 - Why did no one call the police?

Spoiler

When Hector Salamanca intimidates staff into closing the Los Pollos Hermanos restaurant, how did not a single person call the police?

I'm usually pretty understanding of personal reasons/circumstances for why civilians in the show choose to stay quite instead of going to police - usually its a threat to their family or something similar.

But this is a restaurant full of people who:

A) Don't even know this is a cartel-thing. As far as they are concerned, its just a bunch of grown men bullying restaurant staff

B) Would be completly anonymous to the cartel from a retaliation perspective. Any one of them could have made a phone call after leaving the restaurant saying "Somethings going on, dont know what, but a bunch a men kicked everyone out of the restaurant and locked the doors - its worth sending someone over to investigate".

There would be nothing the cartel could do to stop and/or punish anyone from doing that.

I'm not American, so maybe this is just a more normal scenario over there? Everyone knows that you just dont get police involved in things like this?

I would have been on the phone the second he poured himself a drink for free and then went behind the counter patting Lyle on the shoulder.
