How to unlock an apple account that was locked for no reason?

Hi all,

I am here because my apple account was locked for no reason. I have the password and complete access to the email. I would like to know if anyone has experience with this. The steps I have taken are:

• Calling apple support, but was told there is nothing they can do.
• Going to https://iforgot.apple.com/unlock (the site apple tells you to go to fix this), but having no help because it states "This account is locked. This account is locked and can’t be used."
• Emailing privacy_response@apple.com, and being told they can't help
• Trying to recover my iphone, but it only made it worse

Has anyone successfully unlocked their account? My $700 phone is essentially a paperweight. It makes me wonder if this is worthy of a lawsuit, as they are taking away access with no reason. Thank you.
