how to disable steam achievements pop up when in-game?

Win 11, PC.

In Settings -> notifications

"Show notifications toasts" -> never

and under "Steam Notifications" all are off

and yet, when I play a game, I still get these short pop up steam achievement notifications, albeit without any sound.
