How is no one talking about how buggy pickpocketing is?

I have failed a -1 target when I have +5 from dex and +8 from slight of hand WITH advantage on slight of hand checks. That means, while there is LITTERALLY no way to roll less than 13 I somehow rolled less than -1. How has this not been addressed or fixed yet?
