Anywhere in the area that will do a more lenient vehicle safety?

I know that with the new driveon program hot safeties are a thing of the past, but there is still some discretion left up to the mechanics. Is there anywhere in the area that will do a more lenient safety? The car I’m trying to get safetied is not a total pos but it has been patched with sheet metal, rivets and caulking. I’ve already redone the brakes, wheel bearings and ball joints, so I am trying to find a place that would be willing to safety it as is.
