Fire Red Bug Getting HM02 Flash

Hey yall 👋🏽 lifelong player here. I'm finally getting into my Fire Red playthrough after spending forever resetting for my green turtle shell son, and I went through Diglett Cave to get the Flash HM for Rock Tunnel, but the aide won't give it to me. This isn't because I don't have enough registered mons, I literally registered 30 just to test if this was a universal bug with the assistants by testing with the aide that gives the itemfinder (got the itemfinder no problem). I've beaten Surge, and spoke to the aide standing at the entrance of Vermillion City, but whenever I talk to the aide on Route 2, he just gives me a line about how HMs like Cut can be used outside of battle. Checked my inventory as well, it’s not there already.

Given the circumstances, the requirements to trigger are all there, right? Has anyone encountered a bug like this before? Ultimately it's whatever because I can just map out Rock Tunnel, but annoying to have to do that. Appreciate any insights, trainers 🫡
