Oil filter will not budge (2012 Corolla)

I am trying to remove the oil filter from a 2012 Toyota Corolla. It requires a 64mm oil filter cap wrench. No matter how hard I try to turn the filter, it will not budge. I have verified that I am turning it the correct direction and I am using the correct tool. Anything I’m missing or other ideas to remove this plastic filter without damaging it?
