Which is better: Cloud's Limit Break or Joker's Arsène

As a Cloud main, I really enjoy using his Limit to finish my opponents with Finishing Touch if they are at above-mid percents. However, without Joker, I cannot see for myself if Arsène is better. What do y'all think?
