Looking for a fic where Harry hires house elves to write a newspaper

I'm trying to find a fic that I read a while ago. I can't remember much about it except that Harry hires a lot of house elves to write the news. They use their skills to get into places they shouldn't be and to write the truth while uncovering things that are supposed to be secrets. I think it starts out as a competitor to the Daily Prophet before running them out of business, but I'm not sure about that.

I know it's not much to go on, but I hope someone can identify what fic this is.
