Why are s*x offenders released back into society if they won’t stop offending?

There’s a guy (mid 50s) in my town who had been convicted of 4 different s*xual assaults. 3 adult women and one underage girl. He was recently months ago and is now doing construction work. He will obviously offend again. Why is a dangerous person like him allowed to be out?
