Need help to obtain fema number.

Context: So I have almost completed the last few quests of the main sandbox questline, my first fema contact turned out to be creeps but none of them carried another FEMA contact number nor did any member from the following raids brought any with them.

But since I chose the warlord path, there are no further hints pointing me towards obtaining the said contact number.

My question and concern: I still need new tech and stuff and the local traders aren't very helpful so far, even though Ive been trading with them, worse of it happened as one of the groups were wiped out by random zombie/raider combo, so am I missing something which could still help me find the good stuff?
