Why is Retroarch so confusing with setting controls??

I must be dumb...the menus in Retroarch confuse me. I never know if im setting per game, per emulator or what.....why not have a simple interface for each console where you can 1 to 1 map? I just want the "X" button on my Thor to open the menu in GBA Pokémon! Help! XD​
