building issue

ANY time i ask my pawns to make something, they will spend ALL their materials on EVERYTHING around it EXCEPT what i want them to, and this has made it so that something that could be constructed within a day will be constructed within a week because they just will not build what i want them to. prime example is when i ask them to construct a hidden wire, and they'll just build all the concrete around it instead. is there any mod or setting to fix this?
