Mouse stutters when downloading a game from Steam or Epic as well as when prompting AI chatbots

So basically when I use my internet a significant amount my mouse cursor starts chopping around. I used display driver uninstaller and reinstalled graphics drivers and removed power saving options from my network adapters. Not sure what to do now. My setup has: i3 12100f Nvidia RTX 2060 16GB DDR4 RAM Lexar 1TB Nvme SSD TP Link PCIe wifi adapter
