Domiciliation- How does this actually work?

I was wondering how the actual process is for domiciliation.

For example, if I own a 1 bedroom apartment, how many people can be registered there? Does the landlord have more taxes if more people are registered? Is there a limit on how many people can register depending on apartment size/distribution?
