How good of a Cantrip commander is Mr. Foxglove?

I recently pulled a copy of [[Mr. Foxglove]] from a Bloomburrow Collector Booster sampler and I'm curious how good of a commander he is with a cantrip deck? It was one of the ones suggested on EDHRec and since i already had an attempted Cantrip deck in the Bant colours, I was thinking of changing it to fit him in.

For those curious what I mean by cantrip, it's those cheap spells that also let you draw when you use them ie. [[Opt]].
