Billing Practices for Unregistered Support Coordinators

Can an unregistered Support Coordinator bill against alternative line item numbers when SC hrs have been depleted - with the consent of the participant? IE: CORE - Capacity Building &Training in self & Plan Management OR CAPACITY - Assistance with Decision Making, Daily Planning & Budgeting. I've been advised that this is OK.....but I'm not so sure?
