Cannot play games offline without updates?

I've recently changed my Switch and updated to the latest firmware, and had to insert the Totk card for the first time, so the update data wasn't on the Switch.

I found out that you cannot start some games without a compulsory update.

I tried Zelda Totk, and it wouldn't let me play unless I updated the game! I'm on a phone plan at the uni, so even a quick update is a big deal and takes about half an hour and a lot of data off my plan!

Does that change apply to all cartridges now? I think I remember that in 2023, Totk could be played without an internet connection.
