Character customization system UE5 price

Is it a fair price? I wanted someone to do this work for me so I could focus on other things for my project but this guy asked me more than 400 euros for a character customization system for UE5 where you can choose different hair, skin colors, clothes, and accessories like hats and chains. I mean, I only gave him like 1 hair model and 1 clothing model, he just had to make the basic system and I would put all the models myself.
