Need Advise Car Insurance Dispute

Received a invoice from an insurance, advising i owe them $9800, they have included breakdown of the repair done by the mechanics. I am uninsured unfortunately, but the damage done to the other party was minor and cosmetic damage only which they opt for more extensive repair. What will be the best thing to do as dont have the money to pay $9800 which is very unreasonable for minor damage. I have seek advise to different shops advising that should only cost less than $1k based on the video of the damage I took.
