Having issues on PC where the start of every match runs in slow motion. Can anyone help?

Hey all! Self explanatory title. Besides this issue the game runs absolutely fine on ultra settings so I’m assuming it’s not a hardware issue? I tried turning V sync off and running in admin but no luck unfortunately.
