Residential service starting at $39/mo until 3/31 in select areas

When i went to login to the starlink website just a few minutes ago, I saw that on the top of the page. I then checked my address and it is listed: 100Mbps plan for $39. However, if I want to switch to that plan it tells me it is $50. I take that means new customers only.
