How to help puppy blues

I am really needing some help. We have a 4 month pup and for the last month all I have done is cry about him. I knew the puppy stage was tough but I am really struggling. Pup does seem to learning and seems clever but he only cat naps during the day and then sleeps for about 11 hours at night with just a toilet break before we go to bed. We can't leave him for more than an hour in his crate as when he wakes up he starts barking. I was hoping getting him out would help but he is scared of everything so walks are stressful, he also dislikes wind and rain. As I am constantly moaning about him it is causing friction in the house but I am the one who is in the house all day with him. We can't afford doggy day care or someone to walk him for me to get a break. I am at the stage of wanting to hand him back to his breeder but the rest of the family say he is staying. I have been trying to follow traing guides for crate training and he seems to be able to them all fine but just won't settle. There is other training I have been doing but the rest of the family don't care and just do what they want e.g. impulse control when putting his food down I make him wait but they just put the bowl straight down. They play with him and give him cuddles but won't do any training. I just feel I haven't bonded properly with this pup and wish he wasn't here
