Who decided to start doing the rotating shots?

S8E10 had a number of shots where the shot opened with the character upside down (What's her name that I'm not allowed to name in a post at the Pentagon, Chen in the tunnel under Westview) that slowly started to rotate into right side up.

I found it to be kind of distracting and annoying. When did they start doing that?
