I (26F) need advice on how to break up with long term partner (24M)

Hello, can someone give advice on the situation I'm in?

I'm quite new to Reddit so I don't know how this goes but I'm seeking advice on how to break up with my 24M partner of 4 years. There is a lot going on here and a lot to discuss about here so here we go. Firstly, we have moved in together about 3 years ago after we met at a mutual job. Since then I have gone to study and reached my goal job, however he has not been in employment for the 2/3 years that we have lived together. I feel drained and every time I try to break up with him or have a breakdown on how he does not contribute to our household or relationship he just goes into full panic mode and leaves the house with the goal of - if I can't be with you I'm just gonna be homeless- mentality. This has happened two separate times already. I am afraid to admit that I do still love him but his lack of taking responsibility on finding a job, or even getting up fom the couch to have a simple walk with me or with his friend is what has brought me to the breaking point. He does not have a job, does not have any income whatsoever. He keeps saying that he will never go back to his mother's house (they never had a good relationship and now his step father has terminal cancer, I have spoken to his mum about it and she doesn't want him back in her house due to having to deal with someone who is diagnosed with terminal illness) and his father lives too far away to get him either. I have resorted to asking his one and only friend (he lives with his parents and partner too so there is no way he can take him in either). I must admit, I have a good heart and don't actually want him to be homeless or resort to such actions because I'm severely depressed and I don't need the extra reason of making someone homeless another reason for my mental health to take a dip either. We both live in the UK and when he tried to get UC he has been dumb enough to include me in it as well which only made the Universal credit discredit him and never give him any living money either since I earn more than enough. But the living costs are rising and he isn't contributing to anything. Other than vacuuming the living room once in awhile. Emotionally I'm at the breaking point. I just don't know how to do it without him going into full defensive, playing the victim mode. So any advice would be appreciated on how to break up with him.

TLDR: my(26F) partner (24M) is not contributing to the relationship at all and is always playing the victim when I bring up a break up with threatening to go homeless. I am at my breaking point and need to find a way to break up with him without making my own mental health worse than it is.
