Performance got way worse in Racoon City

Im at the section as Leon after you kill the spider and get to a camp where you can buy stuff. If I enter the garage in front of it and go to the place where the zombies come out of the floor the performance gets REALLY bad with alot of stutters and damn near unplayable.

This lag confuses me because it didnt lag in the hospital at all and my Pc isnt even that bad I have a Ryzen 5 5600x RTX 5070 and 32gb ram I also play on 1080p and set the game to prioritize performance instead of graphics so that confuses me even more.

Any help on fixing this would be very appreciated because this is actually one of the most amazing games Ive played and I dont want it to be ruined by bad performance
