Multiple H1B registrations at different wage levels

Hi, I would like to understand how the wage level of a candidate will be effected when multiple employers register the candidate at different wage levels.

For instance, if employer A registers the candidate at Level 2 and employer B registers at Level 1, which level will take precedence? How many chances would the candidate get in the lottery?
