Item storage

Question, am i the only one struggling to upgrade item storage?.. how do yall effectively had that upgraded.. im in act 3, 60% on my savefile with 0 item storage upgrades.. cuz you need cats that went to alley or further. But that means those cats are retired and it means im using them for frank. Am i missing smth? :')
