Apogee

I’ve searched countless tutorials and still cant get it, I’m below level 40 so I can’t get it from a ripperdoc anywhere. When I find a loot box and save my game and reopen the save file the loot in the box is the same so I cant get it that way. Is there literally any other way I could get David’s sandevistan?
