What was going on with the 8th St Bridge & Indiana roundabout today?

The gates were down keeping cars off the bridge, the round about was barricaded and there was some sort of law enforcement or firefighter presence. It was all closed off for quite a while, most of the afternoon. Anyone know what was going on? Wind damage related?
