Cake Eyeliner Recommendations?

Hello! 👋 I just learned about cake eyeliners. I use minimal makeup and prefer using eyeshadow to tightline, but don't enjoy how it transfers over or smudges after hours of use. The current palette I'm using is from Wet n Wild, and the way I apply it is by getting a small angled brush wet and "painting" it on.

Can anyone recommend me a reasonably priced water-activated cake-eyeliner that's smudge-proof/transfer-proof with black or dark brown shades? Or is there a better technique or method I can do that will prevent me from looking like a raccoon at the end of the day?
