Lots of fire... How much is enough?

Has anyone encountered a Pokemon requesting lots of fire? My Pinsir just asked for this and I kept putting down torches and bonfires (lit by Charmander, of course), but 10 still wasn't enough. Does he want to live in a volcano, or is this some kind of bug (no pun intended)?
