How late is too late for a loud backyard party?

I have neighbors who, about ten times a year, throw loud parties in their backyard. The parties tend not to start till 9 and will go hard till 1 or 2 in the morning. On a few occasions I've asked them to quiet down around 11 pm to midnight. I tend to go to bed early and wake early, and from what I understand, New York's noise laws prohibit excessive noise after 10 pm. Does anyone here have experience with insensitive motherfuckers who like to pretend they don't have neighbors, and that their backyard isn't surrounded by dozens of windows, behind which some people are trying to rest?
