Prey not available.

Anyone else can’t get the prey system quest ? I tried to go to his location in Sunstrider Isle he’s not there . If I go to his location in silvermoon city he doesn’t have any quests to give me ( I Tried checking the map on the table but it’s empty ). how can I unlock it when the quest doesn’t appear to me ?
