Looking for a specific NPC conversation

I could of swore I remember hearing a conversation that lives rent free in my head about a sick kid or something about cement or concrete recipe or factory[NOT THE PRSION MISSION OR CEMENT MIXER PART] making this nazi guard's family or kid sick or something along those lines.
