How does the suspended world work?

I know Suspended World is not just a time stop. It us literally the halt of everything in the world where laws of physics just cease to exist (the concept of strength, dura etc). The stoppage of time is just a by product of suspended world.

So can V12 Rimuru stop time via Uriel as it has subskill "Space time Domination" bc in V12, Raphael said that she cannot analyse something she cannot observe as time is stopped implying Rimuru cannot use time stop even with Uriel. But then i realized that the reason she could not observe it was bc it was in a different time axis(stated in V12 word to word).

So i came to the following two conclusions:-

1. Suspended world is a higher plane of existence (as implied by different time axis and dimensional barrier) which transcends the laws of physics and hence lacks the laws of physics. The separate time axis should refer to the authority of space time king yog sothoth to interact with separate time axis (separate timelines and worlds) which Raphael does not have.

2. Since the CW is superior to all other worlds and does not allow paradoxes (such as the existence of two Chloe in the same timeline), Uriel's Space time domination is only usable for interacting with space (such as teleport etc) in the CW but would be able to interact with time in the regular worlds.

So am i correct with these assumptions?
